My belly on ring is weird?

i can take it out monday. its been 4 weeks and hasnt gotten infected and i did everything im supposed to do. but just today when i woke up, its hard to move it around. you kow how you can slide it up and down? it wont do that. it does a little but it hurts. and its kinda itchy-the skin around it and on top of the 2 . i got a sunburn there and 2 days ago it started peeling so could that be why? if it's still like this monday im not changing it yet, just to be safe. but theres this whitish yellow goo coming from it. its really small, theres not a lot at all. i clean it with h2ocean and put saline solution on a q-tip to get rid of the crusties. but not the same time i use the h2ocean (purified ocean saltwater) i was told to do this and clean it 5-8 times a day. i clean it with h2ocean about 3 times a day though, cleaning it 8 was too much and it started to get red. when i cut down 2 weeks ago it got better. is this just from the sunburn and wait until its gone? and if not how do I fix it?
