I don't think money will help much. I think not constructing the ground zero mosque, which is really a sign of muslim victory over their enemy, would make a difference. In my opinion, muslims can ask for no tolerance and understanding until they condemn those cowardly terrorists who caused 9/11. The silence from the muslims is deafening.
