Virtual villagers 3 help with statue?

i have all the techs filled up except for Nature, that's the faction i chose, i have 3 master builders a chief, i place the master builder up at the top pf the door, i've already drawn the plans on the chalkboard and have completed the bath, but they just don't do anything, what am i doing wrong or is this a glitch in the game?
