Can someone explain to me what this means?

This appears to be a court case that ruled that someone can't claim a medical necessity defense of a drug (or whatever substances listed in Controlled Substances Act of 1970) even if a state such as California allows the medical use of marijuana. In other words, if someone is caught with a drug, they can't claim it was for medical purposes.
